Is the permissions RFC approved for the auth refactor PR?

Notion RFC-014 (Fine-grained workspace permissions) shows status Approved with owners listed as Platform. The page links acceptance criteria for role defaults and audit logging. GitHub PR #377 (Auth refactor phase 2) is open and references RFC-014 in the description.
